Cecil Su

e-Cop Pte Ltd

As the Head of Professional Security Services division in e-Cop, Cecil leads various engagement teams on diversified projects across vertical industries. His key area of focus is in IT Assurance, IT Security Advisory and Digital Forensics. After beginning his career in hospitality systems at Sulcus Hospitality Group, he moved on to a payment middleware solutions provider, MiNT Software Technologies Ltd which was later acquired by SunGard. His portfolio of clients comprises most of the financial institutions in Asia Pacific including the Monetary Authority of Singapore, Singapore Exchange, local and offshore banking institutions and securities firms.

Outside of work, Cecil dedicates his time towards supporting a diverse range of IT Security initiatives. As a committee member of the OWASP Global Education Committee, he has contributed to the widely-used OWASP Testing Guide and coordinated efforts for the internationalization of Asian languages for OWASP materials. In addition, Cecil is also the current Chapter Lead for the Singapore Honeynet Project, an ExCo member of the Association of Information Security Professionals (AISP) in 2009/2010/2011/2012 and a founding member of the Singapore Cloud Forum.

Cecil holds a Bachelor of Science (Hons) in Computing Information Systems from Goldsmiths College, University of London. He is an ISO/IEC 27001:2005 certified practicing Lead Auditor with professional certifications in CISSP, CISA, CISM, CRISC, OPST, OCP DBA, PCI QSA and CNE. In 2011, Cecil was a recipient of the ISC2 Information Security Leadership Award for the Senior Security Professional category.


Christopher Low

ThinkSECURE Pte Ltd

Co-founder of ThinkSECURE Pte Ltd (www.securitystartshere.org), Christopher started his career in 1993 with the Infocomm Development Authority of Singapore (IDA), formerly known as National Computer Board. He was then involved in the development and implementation of various large-scale government projects. After accruing seven valuable years of enterprise application development experience, he decided to specialise in network and application security.

Prior to setting up ThinkSECURE, Christopher joined a private sector security firm where he continued his involvement in the areas of security consultancy, security testing and security product deployment.

Christopher is also an accomplished trainer, he teaches various high profile security certification programmes such as the Organizational Systems Security Analyst™ (OSSA) and Organisational Systems Web Application Pentester™ (OSWAP) courses, often infusing his classes with experiences drawn from his real-world consulting experience. He is also the co-creator of various security tournaments including BlackOPS:HackAttack 2004, AIRRAID,AIRRAID2 & AIRRAID3, Co-author of the 3rd Edition of the book “Hacking Exposed: Linux”, frequent speaker at various security conferences and is part of ThinkSECURE’s MoocherHunter™ wireless tracking tool development team.


Ho Shee Yan

Accounting & Corporate Regulatory Authority Singapore

Mr Ho Shee Yan is the Head of Audit at the Accounting & Corporate Regulatory Authority Singapore (ACRA).

He has been involved in the internal audit assurance advisory work and Information Security systems audit for many years. He is also actively promoting good internal control culture and inculcating right work practices at work as the first line of defense against all internal controls weaknesses.

Jacqueline Khoo

SiTF Pte Ltd

Jacqueline Khoo joined SiTF in 2008. In her current role, she is responsible for the running of the Cloud Computing Chapter, Membership Recruitment & Retention and special programme which will help to promote the industry. In addition, she also lead event projects such as SiTF Awards.


Vincent Tay

Balanced Consultancy Pte Ltd

Vincent Tay is a successful entrepreneur and the Executive Director of Balanced Consultancy. He is also an Executive Member at Association of Information Security Professionals (AiSP) and holds a key appointment as Secretary. Vincent has vast experience performing web penetration testing, vulnerability assessments and security audits. His expertise lies in Information Security, Risk Management, Application Architecture, Database Design and Optimization.

Vincent graduated with a Bachelor in Information Technology and received his Master’s Degree in Information Systems from the Nanyang Technological University. His other professional qualifications include being a Certified Trainer and Assessor from the WDA (ACTA), a Certified Business Process Re-engineering Practitioner, Sun Certified Web Component Developer (SCWCD) from Sun Microsystems and Oracle Certified Associate (OCA) from Oracle. In the course of his academic journey, he came in 2nd in the CCS Games Programming Competition and has written extensively on the topic of information security including publication in the Singapore Journal of Library and Information Management. He has been featured in ZDNet and IDA Infocomm Talent Portal.

Prior to his entrepreneurial journey, Vincent was working as a security consultant in an IT security firm. He provided numerous security consultancy services for clients, such as system audits, vulnerability and risk assessments, database security assessments, application hardening and web application penetration tests. Vincent also has experience in Disaster Recovery and Business Continuity Plans. Bring a security enthusiast, Vincent has continued to enhance his knowledge and achieved numerous certifications such as ISO/IEC 27001 ISMS Lead Auditor, Certified Information Systems Security Professional (CISSP), Certified Information Systems Auditor (CISA) and the Organizational Systems Web Application Pentester (OWASP) from ThinkSECURE.
